Flasher ARM setup for TI LM3S9D96 and error Unexpected core ID. (Found: 0x00000000, Expected: 0x0BA00477, Mask: 0x0F000FFF)

Just purchased a Flasher ARM and we are working on setup to flash a microcontroller TI LM3S9D96
We get the error "Unexpected core ID. (Found: 0x00000000, Expected: 0x0BA00477, Mask: 0x0F000FFF)"

The log below says we are connected but we cannot write/read the flash. Attached is the Flasher setup file we are using.

Such an issue is not known to us.
What output do you get when connecting with J-Link Commander? https://wiki.segger.com/J-Link_cannot_co…-Link_Commander

Are you using custom hardware or an eval board?
Are you selecting the correct target device?

From the log you posted the data file could not be loaded:

Quoted

Failed to open data file [C:\tmp3\]...

Is a data file loaded when trying to program the device?
